vilbli.no is the official information service for applicants to upper secondary education in Norway, owned by Novari IKS and the county municipalities. Eloop was tasked with delivering a highly accessible, centralized digital platform that provides students, parents, and advisors with up-to-date, quality-assured information regarding educational programs, admission rules, and application procedures across all Norwegian counties.

Centralizing Complex National Education Data
Managing and distributing accurate, up-to-date educational information across multiple county municipalities is highly complex. The challenge was to consolidate vast amounts of data—ranging from study preparation programs and vocational training to specific county admission requirements—into a single, user-friendly portal.
The system needed to be highly accessible to a diverse audience (youth, adults, and advisors), support multiple languages, and perform flawlessly under heavy traffic, especially during peak admission seasons.
Eloop built an accessible, unified information portal including:
